As the Head of Cost Management you'lldefine appropriate cost management policies, processes, standards, and systems for the programme, in coordination with the commercial team. At a programme level to define the cost breakdown structures and apply EV techniques to analyse trends, identify baseline deviations and facilitate corrective actions informing adequately the senior management team. Integrating all above with change control, risk management & the effects of upstream & downstream contractual changes to determine dynamic estimate at completion for individual projects and overall programme.

- You will be a recognised expert in PMO and Project Controls, with a strong internal and external network (e.g. clients, contractors, consultancies, and other stakeholders).
- Working with the client and other stakeholder groups to define and develop the CBS and Control Accounts and coding structures.
- Working with the digital team to facilitate the implementation of the cost management system.
- Lead the Development of cost management processes & procedures and its integration in with the Programme Delivery Management System
- Coordinate the linkage between the programme, the estimate, the financial and the cost management systems.
- Coordinate with the Earned Value team to define rules of credit and agree value weights on programme activities or deliverables & link to the cost management system.
- Update the Performance Measurement Baseline (taking into consideration the change control process)
- Conduct cost checks, analyse trends, identify risks, and communicate to the senior management team.
- Liaising with the different stakeholders throughout the project lifecycle to ensure adherence to the cost management processes.
- Oversee the reporting of EVM & EAC variances and provide detailed interpretation and analysis.
- Support with the preparation of strategic presentation material as required for the monthly Performance Measurement Updates.
- You will lead and direct Project teams in the administration of the PMO and Project Controls process, particularly with respect to the cost, schedule, change, risk, and reporting.
- You will directly influence long term development of strategy for a function or Business Unit (BU), creating a sustainable business future.

- You will mentor, coach, and develop your project team and provide an environment to share knowledge and experience.

- You will use your network to identify talent, lead recruitment, and manage the development, retention, and mobility of people, and support our people to achieve their highest potential.
- Strong numerical and cost reporting skills
- Ability to use IT systems including PRISM, Microsoft Word, and Excel
- Understanding of contract types and how to compile contract documentation.
- Very strong understanding of techniques for project planning, risk management, cost control & change management.
- Good knowledge of Primavera P6
- Expert knowledge of EVA techniques
- Strong written and verbal communication skills
- Highly accurate with good attention to detail
- Ability to build and maintain effective working relationships with the team and external stakeholders.
- Ability to manage time effectively to meet key deadlines.
- Ability to analyse problems and propose effective solutions.
- Able to work collaboratively.
- Able to lead a team.
- Previous experience in Cost management using cost reporting systems.
- Previous experience in construction and deep understanding of other functions within Controls.
- Demonstrable experience of leading a successful team
- Experience of managing multiple stakeholder groups
- Membership of RICS, CIOB, APM, ICE or equivalent demonstrable professional or personal development.
- Extensive experience in the successful delivery phase of projects and programmes in the consult sector.
- Deep property or infrastructure project management expertise.
- Strong commercial and financial acumen.
- Leadership and management experience of large, diverse teams.
- Experience of managing relationships with key senior stakeholders.
- Knowledge of how carbon and sustainability considerations will shape the outlook of the projects you are working on.
- Understanding of Aconex Cost System
- Strong knowledge on NEC contracts mechanism
- Understanding of risk modelling principles
- Ability to negotiate effectively with key stakeholders.
- Ability to identify cause & effect of commercial decision making - bigger picture.
